The Beauty of Using the Federal Supply Schedules.

Simplified Acquisition Procedures are NOT simple, when compared to buying from the Federal Supply Schedules. The good news is that the selection process/honing down effort has already been done for you by the federal government. Remember that when ordering activities place Schedule orders in accordance with FAR Part 8.404(a) shall not seek further competition outside the Schedules program nor synopsize the requirement.


Consider these clauses from the FAR:

  • FAR Part 8.404 Use of Federal Supply Schedules (GSA Schedules).
  • (a) General. Part 13–Simplified Acquisition Procedures (except 13.303-2(c)(3)), Part 14–Sealed Bidding, Part 15– Contracting by Negotiation, and Part 19–Small Business Programs (except for the requirement at 19.202-1(e)(1) (iii)-Bundled requirements) do not apply to BPAs or orders placed against Federal Supply Schedules contracts (but see 8.405.5).
  • BPAs and orders placed against a MAS, using the procedures in this subpart, are considered to be issued using full and open competition (see 6.102(d)(3)) Use of multiple award schedules is a competitive procedure. Therefore, when establishing a BPA (as authorized by 13.303-2(c)(3)), or placing orders under Federal Supply Schedule contracts using the procedures of 8.405, ordering activities shall not seek competition outside of the Federal Supply Schedules or synopsize the requirement...

Priorities for Use of the Federal Schedules Program

  • FAR 8.002(a)(2) establishes priorities (in decending order) that the government SHALL use to satisfy ordering activity requirements.

  • .."except as required by 8.003, or as otherwise provided by law, agencies shall satisfy requirements for supplies and services from or through the sources and publications listed below in descending order of priority"

    • Services which are on the Procurement List maintained by the Committee for Purchase From People Who Are Blind or Severely Disabled (see Subpart 8.7);
    • Mandatory Federal Supply Schedules (see Subpart 8.4);
